I have not seen you contacted the PHP documentation mailing list (or I have missed your letter). Are you sure you will be able to take on with this huge task? You need a small group at least to start with. The PHP documentation is very huge!
I already have team to translate the documentation. Not only me, I am just the coordinator and translate some parts.
BTW please use the "reply all" feature in your email program so others will also get your message.
