And what's wrong with organizing? It's either organize or do nothing. I'm not sure about teams being in charge of their own builds, but there are many boxes out there just waiting for a chance to help the PHP project out. Waiting a half a year before a manual is built does not encourage writing/translating docs. Waiting for, and relying on, one individual (James) to setup some super system isn't working either.
