http://www.php.net/manual/en/copyright.php
et
http://www.opencontent.org/openpub/

I write you because you say this message in a
forum
of php.net :
And? Did you fix the manual attributions that according to the copyright and license should be there?
If not, what is the purpose of your one-line email?
BTW, in http://www.manuelphp.com/, I do not see a page like: http://www.php.net/manual/en/index.php
You cannot hide/bury the information, and cannot modify the first page that has the attributions. Look again at the license and see what are the limitations for derived works.
Also, the license is no longer GPL but OPL, see:
http://www.php.net/manual/en/copyright.php
and
http://www.opencontent.org/openpub/
Main change that I see in your site, is that you are not longer asking for money in relation to the manual (which was a really bad thing to do). AFAICT, that was also a sore point with the criticisms to your site.
You can put the manual on your site, as long as you follow the rules established in the license. That way nobody will criticize you.
I defer to the french translation and Damien team for more comments.

Is this site legal? manuelphp.com looks
tosketchy. I don't know French, but it seems
oldfrontbe a French copy of the manual, and on the
andpage is a "will work for money" form.
Let's get doc-fr into the discussion too :)
It does not seem to be legal, it has no athor
editor information
as far as I have seen. But it is also a very
repostcopy, from february.
Yes, I know we have no new manuals built for a
long time, but still
this is very old... But it seems to be a
of> the special versionsell
of Damien...
Yes to all of that. It's an old version, it has been altered to fit
this
web site design, and some copyright info are
missing. In the same time, they are trying to
secondly,services from that (like, we'll look a
function for you for 10 bucks...).
It is pretty often that I see years olds
documentation, with people explaining they are
the authors of it. Usually, those attempts don't
last, because PHP.net is well known
for having a fresh version of the docs.
usethose guys do not update the manual,
and the attempts usually stays behind.... no
themgetting back there.
This is not the only site. I think I may drop a
note
to the webmaster, but it will most probably
generate sarcastic remarks, or worse.
Those sites are parasits for sure, but I believe
they never get impact.
Given the level of traffic they generate (google
says Nothing links to manuelphp.com,
except ONE site), and the difficulty to have
removed, I believe the best
solution is to let it die.

So, I am the webmaster of manuelphp.com and I
answer
to your question. Excuse for my bad english but I
am
french. Before do this site, I asked to Damien
Seguy
if I can put a copy of the manual of php in an
other
site and if this was legal. Damien saguy answered
to
me that I can copy the manual and pout it in
another
site if I want because it was an GNU Public
Licence.
The only condition was that I put his name and the names of the creators. You can find the name of he traductor here : http://www.manuelphp.com/copyright.php#copyright
and
the names of the redactors are here : http://www.manuelphp.com/authors.php#authors So, my site is legal. Excuse me again for my very bad english
