I used the scripts in /cvs/phpdoc/chm. I did not nothing special, 
though I
customized the scripts a little bit(but that's not a problem).
It seems the problem is caused by system enviroment generates a chm 
file.
I don't know either this is only Japanese or not, but I think the 
point is,

- Use Windows2000(not any other version)
- Set default language to Japanese(from Control Panel)

It can be troublesome except for Japanese default system:-(
