I've updated DocBook XSL Templates to latest 1.66.1
And also included howto.xsl template to replace DSSSL version for
building HOWTO docs. It is written from scratch and based on DocBook
version 1.66.1 templates.

xsltproc xsl/howto.xsl howto/howto.xml
Please test this a bit. If there's something unusual, I can explain
why. If there are bugs - fell free to patch them or mail me. After HOWTO
ready, I'll start to rewrite xCHM templates (at least will try to make
them work again).
