I've recently started keeping an eye on user notes, and think it would useful to maintain a simple archive of note deletion "reasons". Deleting can seem arbitrary without this sort of functionality.
I updated my checkout of master-web (Wez told me that systems@ is probably the best place to submit patches to this module, as commits go there) with a few simple reasons. The regular mailing list archives will take care of reason archiving with this patch:

If more reasons are requested, they can be added, easily.
I don't have a working installation of php-master-web, so this patch is by-eye only (untested). Please let me know if I've created bugs, or if there's a better way to implement this functionality. I'm open to discussion on implementation.
If all is good, could someone with the appropriate karma commit this?
