Was this the last post in this thread? It's the last one I see in my newsreader.
There are still a bunch of usernotes indicating PHP_Compat. Did someone do something about this?

Stick it in the migration pages as suggested, we'll rely on the user notes to make users aware of the package and stop them posting their own replacement functions.

The full explanation should not be there on all pages. A small portion of text could be around on the relevant pages however, linking to that FAQ entry.
IMO this is blatent advertising, it can be in the FAQ/Migration docs, but that's it.
