[PHP-DOC] Chinese Doc. When to rebuild?

Hi,
Can anyone tell me when to rebuild the Chinese PHP Manual? I have waited 
a week for its rebuild.
I'm so hurry because the default encoding of the manual page becomes to 
UTF-8 but the manual characters are still in GB2312.
