Generally we check bugs.php.net for documentational bugs, as well as
user notes. Sometimes we just run into problems while reading the
manual, and submit a patch. There is also an irc channel, #phpdoc, on
irc.freenode.net where people can report bugs (this is also where a lot
of us hang out and discuss the documentation (as well as make animal
sounds and make fun of Mehdi behind his back)). You should expect to
wait for your reply...for a very, very long time. As far as helping out
with php.net itself, shrug, it's above my paygrade. You should probably
get involved with phpdoc and get known before you go asking to help with
php.net itself.
