Yeh, Apache and wget are there. But there is no PHP.
Hm... Are there some cygwin experts here knowing where/how to get a PHP for cygwin package?
Until then, please update your phpdoc checkout (I just made it simpler to go on with our tests :) and modify "file-entities.php.in" in the scripts folder to always set $cygwin_compiled to true. Then please try to ./configure and make test.
