That would be really weird if it was. Run `tail configure.php`,
loading manual.xml as a dom document (while replacing the entities),
then validate it and then write it out.. Something needs to be really
messed up in libxml if that is faster than letting xmllint first
blindly replace all the entities and then validate the file.

Anyway, I fixed it this morning (and apparently the Windows stuff
didn't even work either, no idea why it worked for me last time).
Should work fine on both *nix and windows.
