Why are you asking me? :) To be honest, I don't think about chm
builds but both FR and JA have make_chm_index.html so I'd use them as
a model. All I know is the chm build process uses this file for its
front page but I cannot say why. It's typically outdated and
essentially duplicates information from elsewhere but must be needed.
I'm sure that someone who knows something will reply.
