Sounds great.
The documentations (including the tutorial) are written using DocBook,
which is an XML based format.
If you know your way around XML/DocBook then you can checkout the
sources from SVN[1][2] and have a go.

We also have doc-editor web application that allows you to work with
Docbook if you prefer[3].

Once you have made the modifications you want, the please post a patch
to the phpdoc@lists.php.net mailinglist.

Which groups? Are you talking about the "user group" event calendar[4]?
Thats a bit more work.. and kindof hard to get started.
I recommend you first work on improving the tutorial, and then I can
help you out getting started with working on the website.
