Hi Jesús,

You need to email patches and have them accepted.  Someone else will
merge them.  After you have made a few patches, you will probably get
access to merge them directly yourself.

In addition to the references Hannes mailed, look at
http://svn.php.net/viewvc/php/php-src/branches/PHP_5_3/README.SUBMITTING_PATCH?view=markup
This gives the correct mail lists to use for each kind of code patch.
For doc patches, mail them to the phpdoc@ list.

I saw a comment recently that made me think some work is happening on
the site design.  I don't know if my assumption is correct, or what
the project is.

The PHP project is open source.  There is no foundation that pays for
work.  A few companies do contribute time and resources.
