We really really shouldn't be including content in such files, and in
the cases content is required then we really really should be using
entities for it so that translators don't have to keep such files in

As for the datatime fix, I notice it wasn't really translated at all
so I checked the entity/xinclude differences between the container
files.
And as for the ini.xml fix, since the file was translated it had to be
missing an ID.
All these things are just stuff I've more or less seen before, I've
spend loooooooong time on our build stuff so I know it pretty well :P
