I have made a patch [# 4983] to alter the behavior of
class.schema_proc_pgsql.inc.php from creating temp tables for
RenameTable, RenameColumn, AlterColumn and DropColumn - to just do
what asked for - just as already for Mysql.
The advantage is that one do not need the complete table-definition
for this actions - and if some thing goes wrong - the consequences is
limited to the column. Applies to both head and stable.

I can commit this change if you think it is ok.

Regards

Sigurd
