Follow-up Comment #2, sr #104839 (project phpgroupware):
I have this problem too.
Afer uncompressing phpgroupware-0.9.16.010.zip, i go to
http://localhost/phpgroupware/setup/manageheader.php, and i see at top of the
page in red: {lang_cookies_must_be_enabled}
I'm using Windows XP SP2 + Apache 2.0.55. I've tried PHP 5 and PHP 4 and i
get the same. I think at this point my database info is not important. Please
fix this.
