Yes, we could, but they'd still have to be an Apache committer, i.e., they'd have to be voted in by the PMC, file a CLA, get an account, etc. The branch will be eventually merged into trunk, so any committers there will become trunk committers anyway, right? So I don't see why we'd want to make the branch have a different community.
