If someone is directly committing code to Apache's svn, then they are by definition Apache committers.
Different PMCs subdivide their committers in different ways. For example, the Incubator PMC divides its committers into podlings. A PMC could in theory elect to divide its committers into different sub-groups for different branches, but I've never heard of that being done.
