The change to the workflow changes how the "Patch Available" state is
manifested in emails sent by Jira to this list. Having Hadoop and
Pig use the same workflow allows reuse and shared maintenance of the
patch process scripts.

In order to share the scripts that are used by Hadoop, it would be
helpful to have the same Jira workflow as Hadoop. Can we change
the workflow to include a "Patch Available" state between Open and
Resolved states?
