They will need to do a nuclear scan and also test Free T4 & T3 in order to tell if it's hormone producing - TSH will not determine that as TSH is produced only in the pituitary gland - the thyroid itself produces T4 and the T3 hormones not TSH.  A nodule usually has no effect on the TSH it usually effects the T3 (the most active hormone) and then the T4.
