Are the citadel-* packages definitely being pulled in by devscripts? I can't
immediately see any reverse dependencies on them outside of other citadel-*
packages.
mutt is recommended for nmudiff, so that the generated mail can be edited
before being sent; I've moved it back to Suggests as many people will
already have mutt installed and the script will still function without it.
The libfoo-perl packages are required by one or more of the scripts or are
being pulled in as dependencies of those required packages.
