My thought is that the devil's argument doesn't count considering that
we Suggest the package that allows using the auto-NMU mode.

As for my own experience, I always get this:

dch: skipping automatic NMU detection: the libparse-debcontrol-perl package is 
not installed

And as I am currently very happy of the way dch works (I automatically
use "dch -n" when I want to do an NMU), I'll be the old-fashioned
devil's advocate and vote for "off by default".

Of course, I will a agree if there is a majority for "on by default" :-)
