Usually, the idea of using collab-maint is related to avoid creating
yet-another-micro-project on alioth. As a matter of fact however, we
already have a "devscripts" project there, so I don't see the benefit of
putting the Git repo on collab-maint, just create it as a devscript'
project Git repo.

The issue of who can push there is separate, as we can enable pushing by
any DD through ACL, independently from collab-maint. (FWIW, I'm in favor
of wide commit access rights, but I believe it should be discussed
separately.)
