Stephen didn't include the internal instructions page for the RTI - the
checkboxes ask if you're delivering a new package, obsoleting (removing)
an old one, or making some other change to an existing one (splitting it
for instance).    The summary is just a simple text description such as
"Adding SUNWfoonew"  or "Splitting SUNWfoo into SUNWbar and SUNWbaz" or
"Removing obsolete SUNWpkgadd now that IPS has kicked it to the curb".

In the current process, this form is used to request permission to submit
a package to the repository from which Nevada builds are made, so the
package isn't visible to the reviewers yet, and this form helps verify it's
correctly constructed before it's put into the repository.    Perhaps the
IPS repository submission process can automate many of these checks.

Some packages are still available only for one or the other - device drivers
most notably.
