The distribution has been modified so that /lib/svc/method/sshd generates the keys automatically on start on the live CD, rather than relying on the sysid infrastructure (which we otherwise don't need) to tinvoke it with -c. The .sysidconfig.apps file is populated in the global zone via some hacking in install-finish. 559 tracks some issues with sys-unconfig/sysid after installation, though.
