They're not in conflict, at least.

We want to have packages represent minimal, coherent groups of
functionality.  This is why we'd like to see SUNWcs, SUNWcsl, etc, broken
up.

But we also would like to have auxiliary bits -- like man pages or
developer-oriented bits -- to be available in the base package, so you
don't have to go hunting for what package they might be in.  That breaks up
SUNWman, but redistributes its contents into the packages representing the
various functional components.
