As Shawn points out, we're importing the svr4 pkgs right now... and the 
small
IPS team just hasn't had time to begin a general package refactoring, 
although
it is on the must-do list.  You may well notice that we have already 
combined the root
and user pkgs; we'll do more renaming and refactoring as we start using the
hierarchal packaging name space system/kernel/ ...
