Take for example the Core Solaris package on Solaris 10. It's split into 
SUNWcsu and SUNWcsr; core solaris user and core solaris root.

The distinction is that some packages go into the root filesystem and 
other go into /usr. Things like diskless client used to rely on this 
separation.
