The capability of the "pkgsend" command to publish an SVR4 package as an IPS package is a Solaris-only capability and is not included as part of the porting effort. The expectation is that the other pkgsend subcommands (open/include/close) will be used for publishing packages on other platforms.

So based on your definitions, I would categorize IPS as a "1PMS"

Mac OS X,Solaris intel/sparc, RH Linux and Windows are listed as IPS supported  
OS platforms.

Does this mean i can run "pkg install SUNWgcc" on all the OS above and expect a 
version gcc got  installed on those OS ?
No. IPS being made available for use on various platforms does not imply that all content published to various IPS repositories is automatically available for use across OS platforms. It's up to package authors, repository administrators and binary distro owners to deliver content for whatever OS platforms they wish to target and to position those distros and packages appropriately. For example, the GlassFish V3 project made their Tech Preview 2 release and its modules available in IPS format for a range of OS platforms via IPS repositories that are distinct from the OpenSolaris and affiliated IPS repositories:

The IPS repositories pointed to by the GlassFish V3 TP2 layered product installations are scoped to contain content that is relevant to the GlassFish environment.
