I've seen this also recently with a VMware-based image.  How much free
space is in your zpool?  When I experienced the issue, it seems that
some of the ZFS ioctls were returning ENOSPC.

A truss of beadm activate:

After freeing some space. Only having 2G free was not enough which feels like a bug so I freed still more and then it worked.
