Response time, geographical location, etc. come to mind.  I'm going to 
assume you mean mirror as in "identical depot server" -- not mirror as 
in a depot in mirror mode (which won't support feed operations anyway).

I have no particular objection to whatever is decided here.  But I 
personally don't understand the difficulty of synchronizing the 
repository configuration across servers since it will have to be 
synchronized somehow anyway.
