Even if I explicitly specify the repository for the initial install, I
still get the same behavior, i.e.,
pkg set-authority -P repo1
pkg install pkg://repo1/foo
pkg set-authority -P repo2
pkg image-update
This still results in updating to pkg://repo2/[EMAIL PROTECTED]
Does that change your answer?

That's correct.
If you don't specify the authority when you install the package, we'll
assume you didn't care what authority installed the package. When you
change preferred authorities, we'll update from the new preferred
authority.
