Yes; it's a policy issue rather than a correctness issue.

If you update the image, you want the latest packages, and it will
get them for you from whichever authority provides it.  However, we
want to make this a configurable behavior; eg force this package
to always come from here or warn when it changes or just get the latest;
all three could be seen as desirable behaviors depending on circumstances.
