This was one of the questions we asked the OpenOffice.org engineers as we were considering creating OOo package cluster by functionality. Here is their reply: " ...you should definitely not break down the packages by application but by language instead. Separating by application is not a scenario covered by our QA. For example the Writer module is required in nearly every other area of the office, too. So I would strongly recommend not to separate by application, this would lead to major trouble. The user feedback has shown that people want to see separation by language. They have no issue with downloading the whole applications but they have major issues with downloading unnecessary languages. The Sun localization team has already tried to escalate this some time ago to us here in engineering.
