yes, there is a list that connects office language with supported spell 
checker. An English installation set gets the spell checker for en-US, 
es and fr as extensions.

af = "af,en-US"
de = "de,en-US,fr,it"
en-US = "en-US,es,fr"
...

For multilingual installation sets, the languages will be added. So an 
English-German installation set would get the spell checker for 
de,en-US,es,fr and it.

The UI language is included into the rpms, packages, windows installer, 
... and is therefore part of the standard installation set. The spell 
checkers are independently added via extensions and the list I mentioned 
above. Only for this extensions shell scripts and the usage of the tool 
unopkg are required.

To answer the question, why Spanish and Frech spell checker are also 
part of the English installation set. Well, we want to support the 
languages, that are typically spoken in English speaking countries. And 
in the US there are many Spanish speaking people and in Canada many 
French speaking people. So, at least the Spell checker will be available 
in this languages, if an English Office product is installed.
