There are always multiple parts to the problem; certainly creating files
w/ the wrong mode will cause trouble.  W/o this fix, though, anyone
installing packages w/ umask having the world readable bits set will
cause various interesting problems for non-priv. users, who now get
tracebacks from pkg list.
