There's no magic in the actuator code at present; we don't yet parse xml 
manifests to grok dependency relationships.

If the specified service doesn't exist, there's no error message emitted 
by packaging as it will be automatically taken care of when the missing 
service is installed.

My guess is his zone is missing packages... creating fully functional
zones w/o just installing slim_install is a bit of an art yet.
