Personally I think that things like panels, default applets and other
components which make up the desktop itself might better fit into "Desktop
(GNOME) -> Session" since these are programs that only have use within the
context of a GNOME session.

At any rate, it seems a better fit than "Configuration and Preferences".
It might be better if there were a new category like "Desktop ->
Infrastructure" or something to describe these sorts of base/core
desktop modules that GNOME just needs in order to work properly, as
opposed to an add-on application which can be removed without breaking
your desktop.
