On a more general note, this belongs to the class of problems which
originate from the fact that the IPS package dependencies are not
generated by the project team owning each component (well, they are,
in SFW, but then IPS migration drops/ignores the data).

Any progress on when the IPS package actions will be constructed from
data controlled by each project team so the responsibility of getting
each package correct can be distributed to every component owner
instead of centralized?
