Yes, I wrote this term too quickly and probably prejudiced it towards the operating system case. What "complete" is trying to express is that this repository presents a self-consistent core of packages that "do something". Your example of bits that boot is one example of doing something--a group of applications might refer to the core set of libraries and shared daemons that are needed to get the group functioning. I suppose "core" and "supplement" might also work.
