Unfortunately it doesn't address cases when I don't
have rights to do pkgsend to particular repository.

Just out of curiosity, could I do following in order
to create full mirror which doesn't contain dependency
information ?

[1] use pkgrecv for pulling all packages from official repo
[2] get rid of depend actions in received packages
[3] use pkgsend to create private repo with modified packages
