Since the user can edit those records too, and we can't force them to 
provide them, there is no way to prove what they did or did not do.

Again, our time is currently better invested on supportable 
configurations.  As time progresses, there will likely be more tools to 
help individuals wanted to deconstruct and reconstruct packages; but 
those will likely be integrated into the publishing process and not the 
package management process.

The most important thing you can take from all of this is that you are 
welcome to file RFEs, etc. and we'll do the best we can to address your 
  concerns.  But understand that our focus is on a particular target 
audience.
