Its easy to select all installed packages for the current repository you just:
Show: Installed Packages
Edit->Select All

If you wanted to see all installed packages across all repositories on the system then this would require more work on our part.

We could then give the user the ability to Save and Load selections which could be across repositories
File-> Save Selections
File-> Load Selections

After loading a set of selections they can hit install if they wish, modify the list and so on. Looking at the feedback on the link you sent this would seem to be the best approach.

File an RFE and we can take a look.

The distribution constructor is the right tool for reinstalling or cloning systems and I believe this particular case is planned to be handled at some point in the future.
