If you have imported your packages into an IPS repository they're only
in one format.
So based on what you said, I cannot retrieve my original format (in
this case SVR4) to 'pkgadd' onto other Solaris which not support IPS.

Correct; an SVR4 package is not stored in the repository.
Although you should still have the original package on disk that you
imported.
