Ed,
It's my understanding that the proposed UserImageActuator implementation
may not be acceptable for use on an OpenSolaris system image because
the configuration logic is run in the context of the package install
session -- which may not be the same as the context of the running
OS image that you are installing into. The SMF based actuator is
designed to address this.
User images have different requirements and priorities. Hence the
alternative actuator implementation for user images.
