Small change which fixes the logic used to decide when the server
should try to reindex and whether it forks if it decides to or not.

Thanks to a pointer from Shawn, I fixed an issue where the depo may
not have been serving search when started in read-only mode.
Only change is the new lines 103-104 in catalog.py.
