It depends on how you define "community". In my opinion, as long as
you only have one-on-one discussions between the dev team and individual
users, you may have "users", but you don't have a "community" exactly.
I don't think you can have an actual community until the end users of your
software are actually talking to each other about it, and answering
each other's questions.
If you look at the web forum for packaging [1], you'll discover that
what you describe is already happening.
