In pkg.5.txt at line 363, it might be helpful to elaborate on what is
and is not an incorrectly specified actuator. For example, isn't it
correct if the actuator fmri is syntactically correct, but references a
service that isn't actually defined, the install will go through
successfully, but the failure will occur when SMF tries to process that
FMRI?
