Ok - talked to Dolores and she said that though the files are gone for
translation to the vendors, we can get this done as an exception.
The final help file release is targeting B4, so I'll go ahead and put
back what we have to allow us to test the context sensitive help in the
various dialogs, I'll log another bug for Help file updates once I land
this one.

not localized string IMHO.
